For Administrators, show Percent of Students Achieving Learning Outcomes By Academic Session

Fixes  to queries

-Allow viewing of criterias with different amounts of scales

-Added comments on various controllers on what each function does.
-Removed some unused commented code.

-Deleted code that was commented.
-Change the order of function definition in the controller.
-Fixed the use of clean input and validator in the controller.
